WTF? Tom David didn't vote? I assumed he would bote Aye, because he's a big backer of the President, the Republicans, and most things that are wrong and evil, and he's a leading figure int eh House Republican caucus.
But... not voting? On one of the most important pieces of foreign and domestic policy legislation of this congress? I don't understand.
