Using actual people to call is different - the article is about automated dialers designed to call people every 15 minutes or so. I wouldn't consider live people harrassment.
I was using harrassment in the legally actionable sense. DoNotCall.gov doesn't apply to political calls - you could argue that it should and I'd probably agree with you, but that's a different issue.
One of the few times that I'm glad to put my parents home phone down that are registered and large contributors to the RNC ;-) Pisses me off though but then again it's not surprising really which is truly pathetic. I'm going to vote during my lunch hour tomorrow since I have to leave straight from my day job to go do a setup for frost that'll last until at least 7 so I wouldn't be able to make it before it closed. Thankfully my job isn't htat far from my polling place ;-)
